Ye get rid of those lines. The 06 should blend in more

 

like the others have said, the text needs work
the bg is a bit busy so its hard to find a good focal point
the renders blended nicely, and it does look pretty cool

All the first one is is smudged with some splatters, scanlines, and text. Fail. But, the second one isn't bad. Gallery rated 6.5/10.

 

could anyone like give me some advice other than need to change the text?
kiabin stop telling me what i already know and ya really didnt have to be mean about it...if someone tells me my sig fails ya know that kinda hurts...

Alright, I know that you don't want to hear that the scanlines/text don't really work but they don't.

To me, the smudging is stand-outish, remove the smudging on the top on the hand and I would like to see a smaller, more defined focal point. imo the focal window is to big.

 

Get the crappy arial (I think) font off that, and the diagonal lines out, it ruins it. Also, the lighting doesn't make any sense, and some spots just look unfinished or rushed through, like you just smudged over it. Maybe use the burn tool a bit and put some gradient maps over it all too.
