    public wifi
    On public wifi an cant create an account because this location was used before... I'm at a hospital using the public wifi.

    Hello,

    in that case my friend, you don't have much options, unless you get very creative.

    Sythe Administrator can create an account for you, if the IP was used before, but it is for home IP's only.

    What I would suggest is to create an account from a mobile data (if that's an option for you),

    you would then receive a TWC for not posting from a home IP, which can be disputed by posting from a home IP at a later date.
