Go to www.RuneScape.com --> Account Management --> Recover stolen account --> Fill in the name of the account --> There you see that there are recovery questions setten.

He's probably scamming.

You can only "cancel" your Recovery Questions, if you are
setting new ones (they will be active after 14 days unless you cancel them).
Log in to RuneScape on any world, than you will see

"Recovery Questions setten on [DATE]".

Do this:

Go to www.RuneScape.com --> Account Management --> Recover stolen account --> Fill everything in --> Safe the Pendingnumber somewhere --> If it's Accepted than your recovery's will be deleten.
