Yeah it is i had a Account with 50 range 50 mage 10 hp Before. Google "Runescape 10hp pure guide" And you'll see and also DT With 40- Is very possible i've done it 2 times and i know people who have done it also

 

Yes, some tips to do quest which give u attack and str def exp but no hp exp is

lots and lots of rings of recoils and food and friends lol Ex. bouncer quest.

 

Yeah well not really to much for range or mage. For range you just cannon And mage you Curse / Tele / Alch
