Aren't boosting accounts getting banned? On xbox live they are banning all boosting accounts: http://www.bungie.net/Forums/posts.aspx?postID=26657940

 

Negative Accounts are not bannable. That is just stopping people from exp boosting to gain exp not lose it and stopping people from changing their language and getting achievements.
