In and out paypal theft

I understand that In and out is already banned, but after i sold him my runescape account, i found out that he had a collection of stolen paypal accounts. He paid me 95$ from two paypal accounts. After a week, i got an email from the original owner of the paypal account ,that the thief used, saying "I got all the money back that you kids tried to take from me. If this continues to happen, i'll be waiting outside of your door".


Is there any way you could track In and out's IP? This guy could possibly be a notorious online criminal. He could face years in prison for paypal theft.

So what im asking is for a little talk with an admin who could help investigate this guy.

 

Not enough proof
