No, thats a complete lie. He said when i talked to him he had already transferred 4m therefore couldn't ahve lost it all, and just now he has cancelled my payment of $400. He's looking like a scammer.

The fact that he's just carrying on normally on sythe not giving you any attention or even posting here, shows that he's a scammer. And if he really did "die" which i know 100% he didn't, he's still held responsible, so no excuse to scam.

That's why you don't use PayPal in these kind of situations, people can cancel their transfers whenever they want... You should have let him go first, waited for the money to pull through, then transferred him the money. :\

@iron - i only had one vouch worth about 10m and he had 95+ and so he would have straight up said no.
