a boat is sitting in the water. and it has a ladder off its side that has 5 steps. the water is at low tide and it is at the first step (each step is 1 foot apart). high tide comes and the water level goes up 3 feet. what step is the water at???

If the boat is in the water it would rise itself, keeping the same ladder depth.

 

Wouldn't it still be at the first step?
Assuming the boat would rise with the tide.
