With the cropped evidence you have provided I can see that Apollo never stated an exact time frame, you stated it would be four hours and he said he his guy would start on it. After you ask for a eta he said it would take 4 hours more or less. If you want a job completed specifically within a tight time frame I suggest you next time tell the service provider and ask him to agree with a small refund if the job is not completed within that time frame.
