    I had this same problem a week ago. Install Subverison SRL which can be found on freddy1990.com. then go to scar and click tools/options.../Srl download/subverison repository/ then cleanup then checkout.

    Should reset SRL and it will work

    Also,after doing that,it says:

    Include file C:\Program Files (x86)\SCAR 3.15\includes\SRL\SRL.scar does not exist.
    Failed when compiling

    Try cleanup first then. also you may need to reinstall svn

    run it as an adminstrator.
