If u say reinstall steam , or cs , u will be reported for spamming.

 

It looks like your counterstike is a torrent/downloaded version. If this is right then try download another one, if not then i would actually try re-install.

Are you running it off steam or non steam? If non steam i would suggest getting steam and then trying it.

Try deleting ALL of your counter-strike stuff in all files and all maps. And then reinstall it.
Unless this is some kind of pirated thing.
This is my suggestion, it doesn't involve just saying "reinstall" or anything, so I'd take this as a suggestion, not as spam.
