These are the skills I'm willing to do and the prices (of course prices could be discussed)
Runecrafting:
01-24 = 140GP/XP
24-99 = 90GP/XP
(Must have Magic Imbue unlocked for Lava Runes)
Fishing:
01-48 = 75GP/XP
48-70 = 50GP/XP
70-99 = 30GP/XP
Cooking:
01-99 = 12GP/XP (Fish),
20-99 = 35GP/XP (Wines)
Woodcutting:
01-41 = 55GP/XP
41-99 = 30GP/XP
Firemaking:
01-50 = 50GP/XP,
50-99 = 20GP/XP
Herblore:
01-50 = 25GP/XP
50-99 = 13GP/XP
(More expensive when using low lvl potions)
Mining:
01-99(Powermining) = 120GP/XP
Thieving:
01-55 = 110GP/XP
55-99 = 40GP/XP

I think you would get more responds if you were more specific about the skills you're looking for rates for. As the price will vary alot due to level / methods and timeframe available. Also wether or not it's a regular or Ironman account.

- What skills?
- What level(s) is requested?
- What method?
- Ironman/HCIM or Regular?

 

I have 50m to spend on someone to train non combat skill, whichever is cheapest. I'm not an iron man and i am 70 plus all stats

 

Well the cheapest skills are the AFKable ones, such as Fishing, Woodcutting, Crafting, Cooking.

But you might also be able to get a decent deal with some Thieving if you've got Ardougne Diary (medium) completed for AFKing Ardougne Knights.

OBS. Wintertodt can be quite cheap too (I charge 200-225k per crate)

EDIT: I forgot Motherload Mine too as AFK skill

 

The rates of GP that people charge on XP is different to the person.

Someone who is less trusted will most likely charge less than someone who is, the same applies with established services have specific prices they charge.

Also this is the wrong place to ask.
