The Dragon Full Helm was considered rare and was going for cash + masks until the pvp update came out. Dfh were being generated as drops so much that everyone was trying to sell theirs + the uses of the dragonfull helm dropped as people needed pking supplies and such. I have seen people selling dragon full helms with minor animal masks for cash in World 2. So yes Alex K is right they are considered somewhat junk.
