Spending Up To 10mill On A F2P Str Pure

I have sold all items on my main and found myself with 10mill. Thats not alot of RSGP I know..but i figured I could purchase a pretty decent account. I have a decent F2P Range/Mage account, and I want Strength Pure now. Also, if the account had a money making skill such as high woodcutting, or fishing..I'd pay more. Here are the stats im looking for:

Att: 40 (No More, No Less)
Str: 70+ (Only considering accounts with ATLEAST 60)
Def: 1 (A Must)
Range: 1-40

Prayer: 1-31 (Not really interested in anything else)
