Luiggix17 botted account and has ghosted me 3 months

Explanation of the trade: He offered to make me a hand made account and raise it to 70-70-70 for 28m. He botted the account and the morning after he gave it to me it was banned. We had just made an agreement that he would max the account for me so I lost another 12m of gear bringing the total loss to 4m bond + 28m payment + 12m gear or 44m. He offered to build me a new account but has been ghosting me for nearly 3 months and I am tired of being patient. I have seen him online and he ignored my messages and he has had made purchases on sythe since he claims he’s lost power on 3/24/2019.
Amount scammed: 44m
How they scammed: services not delivered as promised. Account botted banned and new account was not made. He claims he has proof he didn’t bot with RuneLite but after doing research Osbot will run on RuneLite
Proof that it's their Discord: Luiggix168#5024 and we also exchanged a vouch shortly before I went to bed and woke up to account banned

Also I don’t necessarily want him banned. Just DNT’d until services are rendered or I am refunded. It is possible that he his having electrical issues but I believe 3 months has been more than enough time allowed.
