Thoughts on buying accounts with botting bans?

So, this is just a little thought that popped into my head and I wanted to see what other peoples' opinion on the matter is? Picture this:

You're someone who doesn't bot and you're looking to buy an account so that you can do CoX with your friends because your main doesn't have the stats to raid consistently.

You're looking at the forums and you find 2 accounts that would perfect, for the same price (reasonably low though, like 200M for a max main)

Account #1 has the perfect stats and has a bunch of untradeable items, elite void, firecape, dragon defender, fighter torso, important diaries done, major quests done, but it's been botted and banned, then appealed & unbanned within the past month.

Account #2 has the exact same stats but has a few untradeable items (maybe just a firecape and a dragon defender), easy diaries done but no others, quested up to b gloves but it has a clear offence history.

Which account would you go for personally?

Obviously, the previous ban is a concern, but I feel as though there's a lower chance of the account being recovered as it's on a naughty list as such. At a low price, what would you do?

 

It's just extra unnecessary risk, and i highly doubt anyone legit will sell you anything close to b gloves/elite void for 200m

 

I'm just saying in a theoretical sense, not specifically 200m. Just a price that seems reasonable for a botted account but suspiciously low for a regular account.
