It's incomplete lol. You have your text, and background, but nothing for people to look at. Your border is too thick, to be honest. A 1px border would look better. But right now, you're in the early steps of creating a sig. You need a focal point. A main idea, whatever the hell you want to call it. Find a render or jazz up your text.

And if you're serious about gfx, I highly recommend you get Photoshop Cs3. Gimp is pathetic.

Yeha you deffinately like afformentioned in need of a focul point and a little bit more active background maybe grab a brush set and screw with layer opacity and setting till you get better results and dark summer I use gimp and I find its harder to do some of the effects you have in photoshop there for just as good as photoshop.

Photoshop isn't something that you learn a snap. You learn each feature each time you do tutorials. For example, when a tutorial tells you to use gradient maps, it normally tells you where it is, and what it does to the signature.
Like ripped said, if you're serious about GFX, I'd strongly suggest photoshop. There are ways to get it without having to pay for it. I can't discuss it here.

To make 'ownage' signatures, you need to learn more about different features, and what you can do with the program you are using. You have a better chance of making 'ownage' sigs with photoshop - and if you're willing to take the time to learn it, not just wish that you will magically create a sig. Trust me.

Also, your focal point is the theme of your signature described through your sig, and how well it is organized. If it looks messy, crappy, and blank, then your focal point is probably bad.
