    Well, I was reading about that whole rule of thirds and such, and how to make someone look better in a picture and such, so I tried it out:

    Her eyes are actually REALLY blue in person, but that picture turned them out bad. However, I couldn't get it to do exactly right cause i wanted it black and white. So I took the first image, but a blue gradient map on it, duplicated, put a black and white gradient map, merged, and then erased around the eye for the blue effect. And I blured around the center focal to make it so the focus was just on the person.

    Not bad though her eyes are a bit disconcerting.

    I like it but the blue is a little bright.

    Ok, I fixed the eyes, I just made the gradient map overlay so it gave it a slightly bluer tint, rather than a completely blue.

    the eyes are looking far better already. Try giving the image some depth. I'd try gradient maps, levels and brightness/contrast for a start. Also merged layers and blending modes help.

    If you are the photographer, the way the picture is being taken down(as with a cell phone, is very strange. The blue is too strong, and any color in a black and white sig usually standing out more than anything makes the focal harder to understand.

    Actually this point of view is commonly used in photography giving a dominating appearance.
