What's the safest way to purchase ~700m?

I always stake traded even after the stake update and I never got banned. I stake transferred bills in a few days. The only downside is that you have to pay the tax.

 

find a seller in P2P which an account thats actually trained/quested a bit, and avoid f2p sellers on level 3 mules.

and i would just do the 700m in one trade, they usually dont target gold buyers

 

put junk items in the trade

 

I go with well repd websites. Gotta pay a bit more. But it's worth it. And buy small amounts at a time. And I always trade something small to them.
