I reckon he gave a pretty decent estimate...those specific stats don't take long to get, especially if they're botted. Your title makes me assume the primary/sole function of this build is F2P PK'ing, which isn't exactly particularly rewarding other than a 'fun' thing to do/way to mess around - so buying this account for the purpose of making money is out without the buyer putting in time/money of their own to change the stats.

Added to that, the only thing that possibly cost more than a small amount of GP to train would be the Magic level - so it's not just a low time investment on the account, there's also been low cash investment too. I'd imagine it would be difficult for someone to see it as worth more due to that.

F2p accounts need like +5 range to strength IMO. Melee based at such a low combat is not viable (needs bow to 2h).
30m, 50m if you get like 85 range. Is the attack quested? Can it be turned into a gmauler etc. This stuff matters

 

Thanks for your reply. How much would you say the price would go up if I got 90 Strength?

 

Probably 60m or so. Still needs range really.
