Basically, my friend's starting RS again and asked me to buy him a new account. Realistically I want a relatively decent account, with a budget of $40.

what sort of stats would you be willing to pay $40 for? it will only get you basic stats but i may have something that is lvl 86 with even spread atk str def, decent hp and not very good skills.
