How do you report people who has fake vouches?

How do you report users who has fake vouches?
Do they get a ban?
Are they breaking any rules?

In example, a user displays a vouch that isn't theirs. Like they quote the vouch edit it and change to their name instead of the original owner.

I need to know.

 

You prove he has fake vouches and you do it in the report a scammer section.

 

You can report him for self-vouching and its against the rules.
