Why would you buy a perma-banned acc?

yeah i know people who can but it takes about a week.... so yes if u bought his account YOU CAN GET IT UNBANNED, but youd have to find someone to do it so do not flame him.

For the record, WoW is different than RS. When an account gets permanently banned, you CAN NOT get it unbanned. Period.

Even if you could, there's no way you can prove there's a level 67 char on the account in the first place. You could sell a blank account, they could spend a week getting it unbanned (hypothetically) and they wouldn't even know they got scammed until they put a ton of time into it.
