firewall?

disable that try to run msn and if it works add it to the filter

in internet explorer there is a check box that could be causing you some issues too

click that "more help" button to find out what setting it is

 

Are you using a proxy on internet explorer? Proxy settings for Internet Explorer get carried over to the windows client for MSN.

Check if you may have some proxy settings on the client too.
