Yes it works.

It is the same as having a verified account, except there are sending/receiving limits, and you are insured up to only 2000$. The sending/receiving limits are in the thousands (3000$ monthly, if I'm not mistaken) and I doubt you transfer that much, so you have nothing to worry about.

Although, if you receive a certain amount of chargebacks in a given time, your account may be locked, removing your access to any of the money. Should that be the case, you will need to make a call, and verify your account.

 

Pretty much sums it up. I'm not verified and I can send/get money.
