Does riot want you to get tilted so they can ban you?

You cant ban by mac address (at least not in the world-wide-web sense). IP ban is more likely

 

Are the emotes that important when there's a Rumble spamming his alt+2?

Riot wants ban you, get more money on new account progress, skin, champion, rune page also not let make other one rage quit game and lose on purchase on them

 

I mean, it makes sense. Ban people, they start new accounts = investing more money/time. If riot didn't have the toxicity, their business model would need to change. At some lowest point, we'll probably see a feature "unban your account for x riot points"

 

To be fair throwing up an emote is less toxic than /all chat.

 

I recommend some anger management classes
