It's probably worth 60M in my opinion.
Not really a long time or hard to get those stats, you basically have
a 99 Str service + 2M Ranged XP done to it.

 

1-99 strength is around $165 (depending on where you get it).

I’d say the account would sell easily for $125-$150. (Membership plays a factor into this.)

 

He is completely new no way this acc is going for that price.

I would say 80m-100Mish but you dont mention what quest the acc has , what untradeables , what info you will be giving with the acc so this is not an accurate price.

 

Yeah, but it also depends on the buyer, and where he sells the account. He can easily get $100+ on PA regardless of vouches. (Mostly because of their “buyer protection”)
