scar for neopets

hey im new to this forum but im reaching everywhere i can to figure out how to do this--

my idea is to make a scar script that will look at a given image, which has been zoomed in, compare it to other images on the neopets website, and when it finds a match, display the match's website address

question #1- is this possible?
#2- if it is possible where would i start on writing this script?
