i am in dyer need of help please someone!!

ok, i think this might be the wrong forum ive been looking around for ages ( on forums) but when i try and load silab this comes up(damn it print screen doesent work..) well it comes up with- loading title screen then - conection error - retrying in 5-10-15-20-25-30-35-40-45-50-55-60 then restarts.
ive saw plenty o people saying stuff like you r cache wont laod, log in as admin and stuff like that but its all done i dunno what to do if u could help me get it to work id give u a puer in runescape (40 attack - 58 strength 5 defence (steal pure cos it got hacked) )
