    Give Sectional Mods the Power to change Signatures
    Yeah sectionals should all be able to edit Signatures now.

    Please keep in mind the following:
    - Don't be a jerk. If someone's sig is too big, PM them a copy of it and then delete it. (We don't want them to lose anything in the sig like vouches or something.)
    - Abuse this and it will be taken away. This permission can be set per mod!
