Should this mute meter have gone down?

Considering it's quite literally been 8 years now, and because the offences have expired, why is my mute meter still there? I thought that once expired, the mutes would no longer contribute to the meter. Is there any way to reverse this?

My main was like this as well. I think Jagex still punishes you even if it's expired, since it did in fact happen. It's like having a criminal record.

 

Lol i looked back at my offences in 2008. I got muted for the dumbest shit

 

Yep had this for a ban that expired after a year(was half full now at the same length as yours)

 

It's stays even after its expired
