    My Computer crashed

Well, this morning I was doing a System restore, I took the computer back 2 weeks... As it was halfway the computer randomly rebooted itself.

Now whenever I try get to the login screen, where i have to enter the password.

The keyboard and mouse don't seem to respond and nothing I can do allows me into the OS.

I cant reformat unless I can either
1 save all the drivers on my computer and install again
2 want to pay $300 for an IT person to come fix the drivers etc.

Boot using an external HDD, then transfer all the shit? Either that or install the OS on a different partition.

As for the keyboard not working I'd say your BIOS is in Safemode.

Step 1: get a linux live CD
Step 2: put the CD in
Step 3: it will boot linux
Step 4: Copy all your shit to an external drive or something
    Step 5: reformat
    Step 6: kill yourself

Jansen just gave you great instructions, download and make a Linux Live CD and boot from that. I'd recommend just using a Ubuntu 8 live CD as I did it a couple days ago and it was easy as shit to do.

Ubuntu download is around 900meg, that would be a 2 day download, which I doubt my internet will not cut out during the download.

    Wow, get new internet much?

But window's likes to fux w/ us like that, so that's prolly the best solution. Just do some research before you switch to Linux though, not knowing anything about it could ruin you.
