Why do you think they are ban evading:

I was browsing to buy an OSRS account, and was messaging the banned guy who posted a thread selling 2 accounts

Cheap account for sale take a look!

He edited the thread before getting banned so you can't see the accounts he was selling on his thread anymore (unless you can see as admin)

But there is a new account that is selling the exact same accounts

<202x total><223x total> <All diary> <Music cape> <Quest cape> <Cheap>

The external link found in his new thread (hyperlinked 'vouch') leads to the same profile as the banned account led, but with a new name.
