[WTB] Low level main with close to 0 quest points

Hey I used to play Runescape a long time ago and I decided to get back into the game. I want to do all the quests again but I don't want to start from level 1 at everything. Let me know if you have an account that will let me do this.

 

what's your budget and what stats are you looking for?

 

My budget goes up to 50 USD but I'd rather spend much less.

 

I have an account with pretty much no quests done that has decent combat stats and 30 agility. It's 60 attack/STR/def with 49 ranged and 45 prayer.
