Ok. Telsta was a government-owned company which owned all of the infastructure in Australia. The morons who WERE in power up until the last election sold most of this company so now a private company owns most of Australia's infastructure. This means they're reluctant to upgrade the network, etc because it means they'll have to let competitors use their network.

That is, in fact, a horror story. It's also why Australian internet is so far behind other 1st world countries.
