In Game Jagex Control Panel

Thats a fake. They don't actually use a control panel. I'm sure they do it through the actual code itself...(IDK much about hacking, but I'm sure this would arouse security problems.)
If a hacker got control of ANY jagex computer running this, runescape could be partially ruined.

Yep it's a fake. They wouldn't spawn items from an "item id" lol. There is no such thing as a ingame name change and just about every other option is some "dream glitch" hackers wish they could get their hands onto.

 

looks cool. if it works it would be awesome if you could show us how to do it. or just show more proof. but at the moment its pretty hard to believe.

 

Whilst comparing to the real client, I was inspecting the tab where it says j in the options and you can see pixel errors / where there's been editing. Gf mate nice attempt.

I would love to think that you knew how to de-ob this well, but I agree with Speljohan that with all the people extracting data from the RS client, we would probably know if this interface existed by now, unless it's something new.

Also, J mods can do a lot more than the things listed on that interface...
