STEAM ip banned?

Well i was wondering if its possible to get IP banned from Steam... I think i've gotten IP banned because all my accounts have basically been disabled and 2 of them which i never hacked on got DISABLED as well with different EMAILS so there is no possible connection to this emails and my friends account was disabled as well.... And i only touched it once and he never hacked on it and neither did i.... So i mean is it possible to get IP banned from steam?? And is there any possible way to find out if i have?

Also another question is there anyway to change my IP address permanently without them knowing i have changed it?? I have a router and no clue on changing ip addresses so yeah.. I mean i know for a fact a proxy wouldnt work right? I just need to change it permanently so i can purchase another steam account and play on it without being BANNED once again... hope someone can help me out

I don't know all that much about changing IP, but unplug your modem overnight and try again in the morning, if not use http://whatismyipaddress.com/staticpages/index.php/how-do-I-change-my-ip-address

 

i doubt they do IP ban since internet cafee's n stuff would have lots of people playing on the same IP.
