Means he bought the account from a good customer. He's saying he doesn't think but their could be a small chance of the original owner recovering it. Also that Jagex could lock it if it notices the I.P changes, I for one can tell you the lock is a really small chance unless your sharing it. Also the original person stealing from R2 would be dumb so thats another really small chance.

 

What if he really steals it?

 

As he said you accept responsibility, but r2 makes sure he does everything he can to make sure this is a safe trade. R2 is not a dumb person, your dealing with a professional. Think about it.
