Two noob Q's.

I have looked for ages still can't figure it out.
I am using photoshop.

One, how do I make rounded corners on my pics?

So instead of having corners at 90 Degree angles, have a quarter of a circle.

Two, how would I go about adding a border?

This should sort out the round corners.
And this should help with adding a border.

Adding a border can be done simply by getting a 1px brush and making a line around it?

Rounded corners invole using a rubber, if you want to make it transparent, so I would recommend you get used to photoshop before you start doing advanced things.

And to be honest rounded corners don't look too good
