Exe's are allot easier to use, Thats why most people preffer them.

I'm currently learning Visual Basics to create a program which scar scripts could easily be coded,

Actually, people prefer exe's because they're leechers, and SCAR is indeed very much alive, thanks to it's new author

SCAR can never be dead. It can never be less good or more good as it's impossible to kill as it's a simple color clicker. Packet bots are much easier to kill off. SCAR is literally impossible for Jagex to do even the SLIGHTEST thing to affect it.

okay thats true but umm look at the date you posted this... I mean it was stopped in 07' i think when Jagex figured how to not allow anyone to do instant command which is what scar and everything else does

.Exe's are preferred as they're simplier to use. Dumb people like the idea of "Double click => Press button to get 99 in all skillzz", yet all those .exe miners and autofighters are way more detectable than SCAR or other scriptable bots/macros or whatever you want to call them. Plus you most likely won't have access to the source so you won't have any clue of what the program can do to you.

SCAR is nowhere near dead. Just check SRL-Forums or other big SCAR sites (SRL probably being the biggest and it's also the home of SRL, so...)

    Wrong.

Jagex can kill SCAR, but they'd have to use some game security system which blocks SCAR from finding colors, and I can tell you many games use such programs.. But I doubt RS will ever bother with that stuff.. But yea, in theory jagex could kill SCAR if they really wanted to.
