    since its a hunter skill and hunter is members i would guess so

    RS new monsters
    Jagex rarely updates f2p, they never give f2p new creatures though. But, using logic, seeing as how hunter is a member skill..and the creatures have a required hunter level, and are in a member-only area..they're members.
