Yes, it can be done on a lvl 3 that just got off of tutorial island
and how long it takes depends on how fast you can click =P

 

what does my clicking speed have to do with it lol, also do you take rs gp?

can i do it with 0gp all skills lvl 1 and staying level 1 and does it involve alot of effot?
