It's pretty obvious, actually: You don't really need a formula, just know that ANY number you add up with two digits will turn into a multiple of nine (18, 27, 36, 45, 54, 63, 72, 81, 90, 99.

Look at all of the codes on those numbers in the game and you'll see they're the same.
