Buying Accounts With Pay-Pal

Im getting Pay-Pal in a couple days so i want to spend about 10 dollars on accounts.

Im not a scammer im new to the forums....but i dotn want to lose my irl cash to some scammer so i would really like for the seller to give me the account first and then i would pay them. Im looking for some cheap pures so yeah.
