what you are asking for as a service would exceed 120m

1-70 range 1-43 prayer for fire cape + getting it
1-60+ agility for graceful
1-130 att/str levels for defender + getting it
60+ def to wear it
and then you want decent stats etc as well
as a service it would exceed alot so someone selling at that price will be pretty sketchy

a decent main with all them things from trusted is about 200-450 depending how close to max


I have a few with all of the above but they are over budget
I hope you find one but it will be difficult
you may want to reconsider some of the requirements or some of the budget

I never stated what is decent to me ive been checking out accounts with base 70s which i think is fair when i mean by decent i meant mid level ish sorry for not making it clear, as usual its fair because i dont buy the accounts to use personally imo.

you could have someone in service section make you one but that would take time XD
im sure if you wait about eventually someone trusted will sell one close to the budget
