Scammed by hxmonsegur $40

First of all, I feel like an idiot because this is the second time I got scammed and could've avoided it by searching the users skype and seeing all the other users he previously scammed.
Anyways, I bought a maxed pure from this user. He originally asked for $80 BTC but accepted my $40 offer. Keep in mind this account is worth $200+ so I was sketched from the start. Nonetheless, I took the risk and agreed to buy the account. He first gave me the account info and I took all necessary precautions to secure the account, however he lied to me about the OG email and recoveries stating that he did not have them.
Today the account got locked and after contacting him he gave me a bullshit excuse about how the "previous owner" pulled back the account because he saw activity on it. This is a blatant lie because not a single thing was done on the account and the private remained off. He said that "the account won't be touched after the sale" but after he recovered it he said "all account sales have a risk of getting pulled back." He refuses to offer me a refund, claiming he sold the BTC and transferred it to his bank.

Also, can you provide proof of him giving you his Skype?

Buying accounts from newcomers is never a good idea.

I gave him my skype, he did not give me his. DNTing the user or even banning him won't do much. I've read about 5 scam reports of his skype with different sythe accounts, he'll just create another. I agree buying the account from him was very foolish but I was convinced it was fully secured after I changed the email twice, registered 2fa on my phone and everything.

He scammed this user and gave him the exact same story in this thread:
