A Way to make a paypal account?

Try accepting paypal payments through skrill or g2apay. That's what big gold sites do.

you could just select a different location other than your country when making the paypal account so it would default to its currency, rules, and settings? and you would have to add a card or bank account to verify it

 

You need a website and have to apply to G2A for it. As far as I'm aware you need to have a registered company as that's what a G2A representative told me on skype around November/December last year before I set my company up.

Your only option really is to try and open an offshore account (legally) or purchase legal Virtual Credit Cards to verify a paypal. The only problem with this is its questionable by Paypal, sometimes they seem fine with it, sometimes they don't like it and will limit/freeze the account.

To be honest I think you're out of luck, unless you can make a deal with a third party individual/company to accept Paypal payments for you
