One paypal question [UREGENT]

Ok i have a balance of 1.00 usd. But my paypal accnt is tied to my bank account. I need to make a payment asap. As most of you know it takes like 4 days to have the money transferred over. can I make a payment for say $10.00 when my paypal balance = 1.00 usd. then it will just transfer over?

Go to withdraw money, select your bank account and how much money you want to withdraw, then about 3-5 days later its in your paypal.
