It is possible to have them falsely locked, but you can swiftly have them unlocked. It is not against RuneScape rules to have many accounts.

I am interested in getting this service done by you but would you mind telling me the easiest way to make the 100 acc user/pass? On the same ip?

 

Make emails on gmail/mail.com, then go to the RuneScape new account page. Make the accounts. Do them in sessions of 10 or 20 if you want to raise less flags.

I can start the accounts before you register the emails but you will want to do so in order to protect your account and have safety measures.
