Buying tank ranger/mager! (95-99 range, 60-70 def, 85-99 mage)

Hello, I am more than likely going to restart RS if I get an account that I like.

So far I have seen some of my friends running around with kickass tanks, so I decided why not buy one.

I am looking for the following:
60-70 atk (lower the atk, lower the price) [barely]
70-80 str (lower the str, lower the price) [barely]
60-70 def (lower the def, lower the price)
52-70 prayer (if higher than 52 kings ransom must be done) [higher the pray, higher the price]
95-99 range (lower the range, lower the price)
85-99 mage (lower the mage, lower the price)

Some stuff that will make price go higher:
Firecape
Dragon Gaunts
Barrows Gaunts
Torso
Higher Quest Points
HARD quests done
higher non cmb stats
cool name


Well most of this is OUTRAGEOUS to ask for, but I know someone has something close to this.
